Noeltan Film is the independent film production, distribution and audiovisual training studio established by Antonello Faretta in 2000. It is based in Potenza. Under its auspices various craftsman (filmmakers, designers, illustrators, writers, photographers and musicians) move with the purpose of creating feature films, documentary films, short films, poetry films, video installations and music videos.
Since its origins, Noeltan Film works in diffusion of the moving image skills and cinematographic culture, and in the promotion of Basilicata as poetic link between landscape, light and sound.
Together with many local, national and international partners, Noeltan Film has been setting since 2004 the Potenza International Film Festival, that won international attention thanks to its innovative formula and to the high artistic profile of its programmes and guests (such as Domenico Starnone, Ben Gazzara, Claudio Santamaria, Maria Pia Fusco, Blaine Reininger, Artur Aristakisyan, Saverio Costanzo, Maysoon Pachachi, Jafar Panahi), as well as the union with the lucanian landscape where it is located.
Among the others, in 2006 the POTENZA IFF was given the plate for cultural and artistic merits by the President of the Italian Republic Giorgio Napolitano.
The first International Film Atelier of Potenza came into being in 2005.
The Atelier is a sole experience in the international panorama related to cinematographic training, where important Masters of world-wide cinema periodically meet young filmmakers in order to produce short films concerning Basilicata’s cultures. The produced films are usually distributed all over the world. The Atelier saw the debute with the iranian Masters Abbas Kiarostami e Babak Payami.
Many of the film produced by Noeltan Film have been presented in prestigious festivals, museums and art galleries all over the world (Agnes B. – Paris, Museum Of Contemporary Art of Barcelona, VideoBardo – Buenos Aires, Yustaposiciones – Madrid, NisiMasa – Paris, Senior & Shopmaker’s New York City, Internacional Exhibitionist – Marsille, The Netherland Media Art Institure – Amsterdam, Rattapallax – New York, Centre Pompidou - Paris…) and they catch good reviews and awards, the latest being the Zebra Poetry Film Award of Berlin given to the film “Nine Poems in Basilicata” (directed by Antonello Faretta and performed by the american poet and actor John Giorno).
In 2007 Noeltan Film became an official Training Center acknowledged by Basilicata Region.
Potenza International Film Festival is a cultural association comes into being in 2000 in Potenza where its offices are located.
Nowadays it is one of the biggest and active cultural organization in the Basilicata Regional Associations Register with almost 2.000 members (professionals, students, researchers or simply cinema lovers).
Potenza Int. Film Festival is an organisation dedicated to promoting international film culture in Basilicata, and it focuses particularly on the discovery and valorisation of new Lucanian and international filmmakers. At the same time, it works to promote local and international programmes and actions in order to develop film training (through workshops, seminars theoretical and practical) and diffusion of audio-visual skills among the school students.
By acting as facilitators and making numerous contributions to productions, PotenzaIFF offers invaluable assistance to young filmmakers who choose Basilicata as a location for their films.
It focuses particularly on the discovery and valorisation of new Lucanian filmmakers and the promotion of Basilicata as poetic link between landscape, light and sound.

Activities and plans

The Potenza International Film Festival takes place at the university campus and in numerous other spaces in the city of Potenza and it lasts 9 days.
The PotenzaIFF aims at being a forum for study and research, dissemination and dialogue for international filmmaking in its diverse forms and artistic trends, with particular attention given to emerging cinemas, as well as independent and experimental cinema, at young cineastes, and new languages and technologies.
All sections of the Festival, competitive and otherwise, aim to make known and promote the distribution of new authors’films that are focused on the research, both in stylistic and formal terms, and on the use of new technologies and languages; moreover, the Festival seeks to create the conditions for a fruitful exchange of experiences between cineastes, to promote the discovery and valorisation of new Lucanian filmmakers and of the Basilicata region itself.

International Film Atelier of Potenza
The International Film Atelier of Potenza came into being in 2005 as a part of high cinematographic training of Potenza International Film Festival.
They are made of workshops, seminars, meetings and lectures with the great international masters of the moving image and/or the new talents of the audio-visual media tout-court. The 2007 edition of the Atelier is intended to improve the diffusion of film skills and so they opened the doors to school world. So, starting from February, 2007 about 300 students coming from many schools of the district played an active part in the workshops that came to an end in June, 2007 with the production of a short film.

Problems and obstacles to growth

We find necessary a regional cultural planning, as well as a constant dialogue with all the structures existing on the territory in order to plan activities with consciousness, and moreover the creation of culture observatories (there is no one in Basilicata at the moment).
Among the main obstacles we find: bureaucracy, lack of planning, indiscriminate financing, incoherent public financing, lack of places, a diffuse isolation bent among the cultural organizations.
It could be useful the creation of a culture observatory, a constant dialogue among the cultural organizations and the local private market, the introduction of rules and evaluation methods, the creation of cultural networks, a better transparency in the criteria establishment.
